Cabarrus County Emergency Management works to protect the lives, property, and the environment by preparing for, responding to, and recovering from emergencies and disasters. Emergency Management is also responsible for coordinating planning, resources, and partnerships with public safety agencies and community organizations to help ensure an effective, countywide response while reducing the impact of hazards on residents and businesses.

Emergency Operations Plan

  • The Cabarrus County Emergency Operations Plan (EOP) directs county disaster preparedness, response, recovery, and mitigation efforts. The plan contains a Basic Plan and 18 functional annexes. These annexes assign responsibilities and outline actions to be taken by County personnel and partner agencies during emergencies. Each response agency receives a clearly defined mission. Clearly stating roles reduces confusion and conflict while strengthening agency coordination. The plan also helps lower the risk to residents and property across Cabarrus County.

Legal and Planning Requirements

The Emergency Operations Plan meets requirements established by:
  • U.S. Department of Homeland Security

  • North Carolina General Statutes, Chapter 166-A
These requirements ensure that Cabarrus County fulfills its legal responsibilities for emergency preparedness.

  • Cabarrus County participates in the Cabarrus-Stanly-Union Regional Hazard Mitigation Plan.
  • The plan was developed in accordance with state and federal requirements and adopted by participating jurisdictions through standard local approval procedures.
