Cabarrus County Commissioners will hold their monthly Regular Meeting on Monday, May 18 at the Cabarrus County Government Center in downtown Concord. 

Interim County Manager Kelly Sifford is scheduled to present the Recommended Budget for Fiscal Year 2026-2027 (FY27) at the meeting. The FY27 budget runs from July 1, 2026, through June 30, 2027.  

A budget public hearing is scheduled for the June 1 Work Session, which will be held in the Commissioners Chambers on the second floor of the Government Center (65 Church St. S., Concord). That meeting starts at 5:30 p.m.  

The board is scheduled to vote on the budget at its June 15 Regular Meeting.  

Also, during Monday’s meeting, board members will weigh in on several items discussed during the May 4 Work Session. 

During that meeting, commissioners:  

  • Heard from Finance Director Jim Howden about preparations for a General Obligation (GO) Bond proposed for large-scale capital projects for Cabarrus County Schools, Kannapolis City Schools and Rowan Cabarrus Community College. The bond would be included on the General Election ballot in November for voter approval. The County has also created a three-question survey that asks about support for various bond investment levels and bond cycles.   • Heard a presentation from Assistant County Manager Kyle Bilafer on a lease agreement for the County’s Regional Behavioral Health Center. The agreement is with North Carolina-based Monarch, who will serve as the facility’s operator, and addresses care and facility responsibilities. The 59,300-square-foot facility is set to open later this summer, and will serve as a cornerstone for mental health and wellness in the region through a comprehensive continuum of care. Services will include a behavioral health urgent care center for children and adults, a child and adolescent psychiatric residential treatment facility and a facility-based crisis program for children and adolescents.   • Heard an update on the Frank Liske Park second entrance project. Design and Construction Director Michael Miler and representatives from Benesch shared details on a feasibility study and traffic impact analysis. According to Miller, the second entrance is needed to help improve traffic congestion and prepare for the reactivation of the railroad at the current entrance. The project is still in the beginning stages, with design estimated to take nine months and construction expected to take a year.  

The May Regular Meeting is scheduled for Monday, May 18 at 6 p.m. at the Cabarrus County Government Center in downtown Concord. 

The board will also recognize AARP Tax Volunteers and hear a proclamation in honor of Older Americans Month (May).
