Commissioners Notebook: August 2025

Cabarrus County Commissioners will hold their monthly Regular Meeting Monday, August 18 at the Cabarrus County Government Center in downtown Concord.
There, commissioners will vote on a variety of items discussed at the August 4 Work Session.
During that meeting, commissioners heard from Cabarrus Soil and Water Conservation District Resource Education Coordinator Abby Weinshenker about a $1,500 sponsorship from Subaru of Concord for the County’s first Creek Week.
Creek Week is an annual initiative from the North Carolina Department of Environmental Quality (NCDEQ) that celebrates the state’s waterways and highlights their importance.
Locally, the weeklong event runs from September 21 to September 28 and offers various free activities for community members including:
- Sept. 21: Online Aquatic Wild Workshop
- Sept. 23: 4-H Upcycle Project
- Sept. 24: Movie Night at Frank Liske Park Barn
- Sept. 25: Trivia and Rain Barrel Giveaway at Cabarrus Brewing
- Sept. 26: Frog Walk at Camp T.N. Spencer
- Sept. 26: City of Concord Movie Night at J.W. McGee Park
- Sept. 27: Creek Week Festival at Frank Liske Park
- Sept. 28: Litter Sweep
The September 27 festival is from 10 a.m. to 2 p.m. and features fishing, paddle boating, kayaking, games, an art upcycle project, challenges, live animals and more.

Heard from Cabarrus County Sheriff’s Office Chief Deputy Tessa Burchett on multiple grant awards from the Governor’s Highway Safety Program (GHSP). The first grant totals $69,723 and will cover 25% of the salaries and benefits for two officers working hours related to GHSP activities. Prior to this award, the County planned to fund 100% of those salaries. With this grant, however, the County's funding allocation is reduced to $209,167 (75%). The second grant award for $5,000 will fund educational programs for motorcycle drivers. The program aims to reduce preventable traffic crashes involving motorcycles. The funding will cover costs of approved advanced motorcycle training and required conferences. No County match is required.
- Heard from Planning and Development Director Susie Morris and Community Development Manager Robert Anderson on a grant award from the NCDEQ. The grant is for the Low-Income Home Energy Assistance Program (LIHEAP) and Heating and Air Repair & Replacement Program (HARRP) for Fiscal Year 2026. The department was awarded $199,355 for LIHEAP and $148,707 for HARRP. The funds will be used to weatherize homes and repair or replace nonfunctioning HVAC systems.
