Cabarrus County Commissioners will hold their monthly Regular Meeting Tuesday, January 20 at the Cabarrus County Government Center in downtown Concord.
Commissioners will also vote on a variety of items discussed at the January 5 Work Session.
During that meeting, the board:
Heard an update from Budget Director Rosh Khatri on the Fiscal Year 2026-27 (FY27) Budget. During the update, Khatri shared preliminary revenue and expenditure projections. The initial review showed $404,829,321 in revenues and $418,513,976, in expenditures, marking a $13.7 million deficit. Khatri also shared ideas on how to help close the gap in funding during his presentation, however those suggestions were estimated to recoup about $4.3 million dollars of the shortfall. “It still gives me heartburn,” said Board Chair Laura Blackwell Lindsey. “It's not what you want to see when you’re looking at a budget for next year or the year after.” Interim County Manager Kelly Sifford said the budget process is still in its early stages, and the presented figures are a combination of projections and actual numbers. The next major step in the process is the board retreat on February 27 and 28, where commissioners will receive a full budget breakdown and share their priorities.
Heard about additional funding for the Stephen M. Morris Regional Behavioral Health Center. Assistant County Manager Aalece Pugh told commissioners that the North Carolina Department of Health and Human Services awarded Cabarrus County $2.5 million to help offset soft costs related to the planning and construction of the center. That’s in addition to $32.5 million in state grant funding the County received to build the facility. The $2.5 million will support non-construction expenses such as design, project management, permitting, and other pre-development activities, helping reduce the local financial burden and advance the project. The 59,300-square-foot facility will serve as a cornerstone for mental health and wellness in the region, offering a comprehensive continuum of care. Services will include a behavioral health urgent care center for children and adults, a child and adolescent psychiatric residential treatment facility and a facility-based crisis program for children and adolescents. The center is on track to open later this year and will be operated by North Carolina-based Monarch.
Heard a resolution to establish an advisory board for the Regional Behavioral Health Center. The board will be responsible for general oversight and evaluation of the center. The board will consist of 11 members, four of which would be County-related, including a commissioner liaison. Monarch will pick three board seats. The remaining four will be determined by the selected members from Cabarrus County and Monarch.
The Regular Meeting is scheduled for Tuesday (January 20) at 6 p.m. at the Cabarrus County Government Center in downtown Concord. The meeting was pushed back due to the MLK holiday on Monday.
