Kelly Sifford joined Cabarrus County in 2000. Before her current role, Kelly served as Planning & Development director, senior planner and community development manager. She has managed special projects, including the Sheriff’s Office and Detention Center construction, the courthouse feasibility study, the Bethel School reuse project and the Leak Goforth Economic Study. Before coming to the County, Kelly served the City of Concord for five years.  

A graduate of UNC-Charlotte with a bachelor’s degree in political science and a master’s degree in public administration, Kelly also is a certified planner through AICP. She is also a graduate of the UNC School of Government Municipal and County Administration, and Public Executive Leadership Academy (PELA) programs.
