BOCMarch2013.jpgApril 11, 2013 -- The Cabarrus County Board of Commissioners will hold its regular meeting on Monday, April 15, at 6:30 p.m. in the meeting chambers of the Government Center (65 Church St. SE, Concord).

  • Tax Administration - Request approval to complete the survey of the Cabarrus/Stanly county line - Public Hearing - 6:30 P.M.

    In 1994, 1997, 1999 and 2006, the Cabarrus County Board of Commissioners requested that the North Carolina Geodetic Survey (NCGS) aid us in establishing our boundaries with surrounding counties by a resolution in accordance with GS 153A-18. Greg Belk, Special Boundary Commissioner for Cabarrus County reports that the NCGS has completed its work on the Cabarrus/Stanly county line and is ready to begin surveying and setting monuments.

    All taxpayers impacted by the survey have been notified by letter and a public informational meeting was held at the Mt. Pleasant Library on March 7, 2013.

    A resolution requesting the NC State Legislature to alter the Cabarrus/Stanly County line is attached to the agenda. The resolution requests the Cabarrus/Stanly line to follow the center of the riverbed of Rocky River from the intersection of the county line with Rocky River southwest to the intersection of the Union County line.

  •  Active Living and Parks Department - Mt. Pleasant Middle School park bathrooms

    The school park at Mt. Pleasant Middle School is utilized not only by the students, but is also a home practice and game site for the Mt. Pleasant Volunteer Youth League Baseball, Softball and Soccer Leagues. There currently is not a restroom facility located on the site. The bathroom in the gymnasium is available for use; however, you have to cross North Drive to reach it. A port-a-jon is on site that is serviced weekly, but is used by all participants, family members and spectators. There is also a portable concession trailer on site where Limited Food Service Regulations are adhered to; all pre-packaged food, no cooking and no water. The Health Alliance is contacted yearly to ensure all regulations are met. 

    Len Witke, Cabarrus County Schools, assisted in research of the costs of a portable ADA compliant bathroom facility that can be placed on site and hooked to existing utilities (water, sewer, electricity). This would enable the building to be used at other locations and events once it is no longer needed at Mt. Pleasant Middle School.

     A company in Gaston County has used portable bathroom buildings for sale; the buildings are in good condition with two stalls per side for approximately $31,000. The cost does not include delivery or connections.

Mr. Witke indicated the Facilities Management Department could make the connections. There is a rental option, but staff does not recommend based on the amount charged (i.e., $2,400 per week plus $100 per week to service). 

 The season began March 15 with practices and games will begin in April. There are teams in the Mt. Pleasant Association this year.

  • County Manager - Resolution regarding SB81 and the creation of a Charlotte Regional Airport Authority
    The North Carolina General Assembly is reviewing a bill proposing the creation of a Charlotte Regional Airport Authority. The latest version (7th Edition) to come before the State Senate is attached for your reference. The Board discussed the potential impact of a regional airport authority at the work session and decided to establish their position through a resolution. The Resolution Regarding SB81 and the Creation of a Charlotte Regional Airport Authority is attached to the agenda for discussion.

  • Emergency Management - Request allocation of one-time funding for mobile computer terminal system for volunteer fire departments
    Recommendations from the Board-authorized Fire Study included the need to capture real time data to effectively measure fire department response performance and to assist with planning for future fire service delivery. The Fire Marshal's Office is requesting use of one-time funds to purchase and install mobile computer terminal software and system components in the primary apparatus of the volunteer fire departments that do not currently have this capability. This will place the fire departments on the same system as the Sheriff's Office and EMS. It will achieve the data gathering recommendation from the fire study, increase safety and can help reduce response times for our departments. Departments will be responsible for purchasing the computer and yearly maintenance of the system. One-time cost is estimated at $87,100.

  • General Services - Cabarrus County Construction & Demolition Landfill - Expansion plans
    Staff discussed proposed two-acre expansion plans as well as the financial status of the construction & demolition landfill at the April work session.
