Handgun Purchase Permit

Effective December 1, 2015, all handgun purchase permit applicants will be required to submit a mental health release form before the application can be processed.

Handgun purchase permits may be applied for online. If you apply online you will need to come by our office Monday-Friday, 8am-5pm and complete a mental health release form. Per NC General Statute 14-404(e1), effective December 1, 2015. Select the word "Application" below to begin the process.

You may come to our office Monday-Friday, 8am-4pm to complete the application on a kiosk available in the records lobby on the 5th floor. Our address is 30 Corban Avenue SE, Concord, NC.

Applicants must:

  • be at least 18 years of age
  • have a valid NCOL/ID (non expired, correct name and address)
  • not have a dishonorable discharge or dismissal from the armed forces

A criminal and mental health background check will be conducted on all handgun purchase permit applicants. You may also be required to show proof of residency in Cabarrus County (must be a resident for 30 days).

If you were born outside the US, you will be required to provide proof of citizenship (naturalization, born abroad birth certificate, valid US passport, etc.). If you are a resident alien, you will be required to provide your valid registration card. Applications will not be processed without this documentation.

Applications can take up to 14 days to process. All permits must be picked up in person by the applicant with a valid NCOL/ID containing correct address information.

Permit fee is $5.00 for each permit requested (due when application is submitted).

A County Sheriff is only authorized under NCGS§14-402 to issue a permit to receive or purchase a handgun or crossbow when an application is submitted by a person who is a resident of his or her particular County. The sole exception is that the Sheriff may issue a permit to a non-resident when the purpose is for collecting (proof will be required).
