Construction Standards

Cabarrus County and the City of Concord are pleased to launch joint online and electronic plan submittal through ACCELA Citizen Access (ACA) Launchpad. Starting October 1, plans will only be accepted electronically.
In efforts to have a seamless transition to paperless plan submittal, the County and City will be offering two informational and training sessions.
  • Wednesday, September 21, 1:30-3:00 p.m., in room 444 of the Concord City Hall, 35 Cabarrus Ave W.
  • Tuesday, September 27, 9:30 a.m.-11:00 a.m., in the multipurpose room on the second floor of the Cabarrus County Government Center, 65 Church St S.
Registration is required and you should only attend one session.   

At the training, residents will learn EDR submittal process from information technology professionals. Planning and Development representative from the City of Concord and Cabarrus County will also be in attendance to assist with process question.

The Construction Standards Division provides building inspections and permitting services for all areas inside Cabarrus County.

The primary function of the department is to promote the health, safety and welfare of the citizens of Cabarrus County through the uniform enforcement of the North Carolina State Building Code and local ordinances.

Activities include: performing plan review for commercial projects, issuing permits for construction activity regulated through N.C. General Statutes; collecting fees; conducting inspections during various phases of construction of buildings and structures, including the installation of electrical, plumbing and mechanical systems to ensure code compliance; issuing certificates of compliance and occupancy and other related activities as mandated per N.C. General Statues.
