Personal Property Assessment Appeals

An appeal of the value, situs (tax location), or taxability of property, as reflected on your tax statement, may be filed with the Tax Assessor within 30 days of the first notice of value.  The property tax bill is often, but not always, the first notice of value.  Appeals must be made in writing and must be received, or post marked by the U.S. Postal Service within the 30-day period.

A taxpayer may appeal value, situs (tax location), or taxability within 30 days of the date taxes are due on the renewal invitation received by the NCDMV.  Taxpayers are responsible for paying the bill in full when due, subject to a full or partial refund if the value is adjusted.

Value adjustments may be provided if the vehicle has one or more of the following issues affecting value and proof is provided:

  1. High mileage.
  2. Significant permanent body or frame damage.
  3. Excessively worn interior for the age & mileage of the vehicle.
  4. Other damage that may significantly reduce the retail value (including a salvage title).

A taxpayer may appeal the value, situs (tax location), or taxability of the property within 30 days after the date of the initial notice of value on the Property Tax bill.   An appeal can be filed by completion of the proper appeal form and required documentation.
