Crisis Intervention

CIP provides assistance to low-income households in a heating or cooling crisis. Households are in crisis if currently experiencing a life or health threatening emergency. The household can also be in danger of experiencing this emergency. This crisis must be due to no heating or cooling service.

Certain criteria are required to utilize the program

  • Be a Cabarrus County resident
  • Contain a US citizen or an eligible non-citizen
  • Have a heating or cooling emergency (heating/cooling source that is in past due status)
  • Have income below 150 percent of the poverty level

Households applying for assistance must provide certain information

  • Social Security cards and dates of birth for all household members
  • Documentation of citizenship
  • Income for the month prior to and month of application. This income must include the applicant and all household members:
    • check stubs
    • wage statements
    • ESC benefits
    • child support
    • bank or retirement fund statements
  • Utility termination notices
  • Additional documents as deemed necessary by the social worker

Assistance may be authorized for certain expenditures

  • Utility payments (deposits, bills, connection and reconnection fees)
  • Payments toward kerosene, fuel oil, propane and wood (if used as the primary heating source)
  • Heating or cooling appliance replacement or repair

Assistance will not be authorized for certain expenditures

  • Returned check charges
  • Tampering fees
