May 17, 2013 — The Cabarrus County Board of Commissioners will hold its regular meeting on Monday, May 20, at 6:30 p.m. in the meeting chambers of the Government Center (65 Church St. SE, Concord).

- County Manager presentation of the proposed FY14 Cabarrus County Budget
The Cabarrus County Manager will present the proposed Cabarrus County Budget for Fiscal Year 2014 to the Board of Commissioners. A copy of the proposed budget will be filed in the office of the clerk to the board on that same evening and will be available for public inspection at the Cabarrus County Governmental Center during regular business hours. The 2014 preliminary budget will also post to the County's website.
The Board of Commissioners will hold budget workshop meetings in the Multipurpose Room at the Governmental Center (65 Church Street SE, Concord) on May 28, 29 and 30 at 4 p.m.
The Board will consider adoption of the proposed budget at its June 17 meeting, at which time a public hearing on the proposed budget is required and citizens are encouraged to attend and to present written or oral comments.
- Public Hearing, 6:30 p.m. Planning and Development Proposed Text Amendments: Amendments to Cabarrus County Zoning Ordinance (TEXT2013-00001) and Amendments to Cabarrus County Subdivision Ordinance (TEXT2013-00002)
The Cabarrus County Planning and Zoning Commission voted 9-0 at the April 9 meeting to forward the proposed amendments to the Board of Commissioners for final consideration. The Text Amendment Committee also reviewed the proposed changes. Chapter 7- Section 7-3 Uses Permitted Based on Standards (PBS)-Proposed text changes to Chapter 7, Section 7-1, 7-2, and 7-3, 1, Accessory Dwelling Unit. The proposed language corrects typos and codifies that only one accessory dwelling unit is permitted per parcel. Chapter 8, Conditional Use -Chapter 8, #21. Reception Facilities. The proposed language addresses access for the facilities from public and private roads and clarifies setbacks where waterbodies exist. Cabarrus County Subdivision Ordinance, Section 11, Public and Private Roads. The proposed language codifies when existing 45' right-of-ways may be used for access and clarifies that private roads must be built to the public standard. Cabarrus County Subdivision Ordinance, Section 5, Final Plat Requirements. The proposed language adds an optional certificate that may be used for exemption plats and corrects typos in other certificates. For all proposed amendments, additions are in red text. Vote on Resolution relating to the Rights and Protections of the Second Amendment
Board will review a motion to approve the Resolution of the Cabarrus County Board of Commissioners Relating to the Rights and Protection of the Second Amendment to the United States Constitution and Article I, Section 30 of the North Carolina Constitution.
Vote to add a compost facility to the Construction & Demolition Landfill
Board will review a motion to approve a Memorandum of Understanding (MOU) between Cabarrus County and Agromatters, LLC, as it relates specifically to the Irish Potato Road C&D Landfill, subject to review and/or revision by the County Attorney.
