Cabarrus action points, November 15 and 18

Highlights from the November 15 public hearing and November 18 regular meeting of the Cabarrus County Board of Commissioners

Nov. 20, 2013 – The Cabarrus County Board of Commissioners held a special public hearing on Friday, November 15, and regular meeting on Monday, November 18. Watch the meetings on TWC Channel 22 or Cabarrus County's YouTube channel. You can also review tweets sent live from the meeting.
 
 
 
 
At the November 15 meeting, the Board:
  • Held a public hearing and voted to submit applications for the NCDOT Public Transportation Division Section 5311 Grant for FY2015, 5310 Elderly & Disabled Grant and the 5316 JARC Grant. The Board also reversed a vote made at their October 2013 meeting and approved an application for Rural Operating Assistance Program FY14 Funding Request.

At the November 18 meeting, the Board:

  • The Board recognized Cabarrus employee John (Andy) Yoos for earning the Manager of Environmental, Safety and Health Certificate (MESH), Cabarrus County Schools Personnel, Kannapolis City Schools Teacher of the Year and received the presentation of the Centennial Holiday Tree by the Cabarrus County Extension and Community Association.
  • Staff provided an update on NCFAST. A motion to approve the hire of two temporary workers to assist DHS process applications and recertifications failed.
  • The Board approved consent items, including the use of sales tax proceeds for parking lot repair at Northwest High School, contractual incentive payments for SMG (Cabarrus Arena), Qualified School Construction Bond interest earnings, resolution supporting an abandonment from the NCDOT Maintenance System, resolution transferring ownership of Weddington Communications Tower, transfer of utility easement at Patriot's Elementary School, update on Raging Ridge Road extension and bridge and the October 2013 Refund and Release Report.
  • The Board accepted the FY13 Comprehensive Annual Financial Report as presented, approved funding for the Central Cabarrus High School artificial turf project (with a maximum expenditure of $265,000--any cost overages must be funded elsewhere) and approved the Midland Library Concept.
  • No action was taken regarding discussion of emergency hydrants for Northeast VFD and requested changes tot he Flowes Store Fire Protection Contract.
  • The Board moved discussion of Active Living and Parks Dept. Ordinance related to NCGS 14-415.23 (regulation of legally carrying a concealed handgun) to the December agenda.
