The Cabarrus County Parks Department focuses on development and operation of three county-wide parks and forty five school parks. The County owns, leases, or operates 742 acres of park lands. County owned parks operated by municipalities are: W.W. Flowe Park built by Cabarrus County and operated by the City of Concord and Pharr Mill Road Park built by Cabarrus County and operated by the Town of Harrisburg. 190 acres were purchased in Midland in 2009 and will be developed into a passive park in the near future. Classes, camps and workshops are geared toward nature education, environmental stewardship, conservancy and sustainability, offered throughout the year in conjunction with NC Wildlife Commission, NC Air Quality Division, Cooperative Extension, Soil and Water Conservation and various other agencies in the County.

Available land is continually sought out for the development of future parks through analysis, needs assessments, and cooperation with each of the municipalities. Also, grants are continually pursued for development and purchase.
The Department administers a Matching Incentive Grant Program where civic, community and school groups apply for monies. The grants are used to construct or improve facilities on public land or to acquire land for community use.
