The county manager is appointed by and responsible to the County Board of Commissioners and serves as the chief executive officer of County government. The county manager assists the Board of Commissioners in the pursuit of innovative economic, educational and quality-of-life initiatives; provides sound proposals for their consideration and implements the policies they establish.

County Manager Mike Downs is supported by Deputy County Manager Pam Dubois.

The county manager is charged with administering:

  • All county departments under the general control of the Board of County Commissioners,
  • Preparing the Annual Budget, the Five-Year Financial and Capital Improvement Plans,
  • Overseeing all county expenditures, and ensuring the delivery of quality government services to a diverse and dynamic community.
  • The manager also serves as a liaison to the public, the county departments that are not under the general control of the Board of Commissioners (i.e., Human Services, Register of Deeds and Sheriff's Office) and between County, State and Federal agencies.
