Absentee Request Instructions
Absentee Voting
The law (163-230.2) regarding how to request an absentee ballot has changed. To request an absentee ballot by mail you must do one of the following:
- Mail a hand written request to our office at PO Box 1315, Concord, NC 28026-1315. The request must include your name, current residence address, mailing address for ballots, party and date of birth. The voter must also sign the request personally.
- The voter may have a near relative make a request for them by stating the voter's name, voter's current residence address, mailing address for ballots, party and date of birth. In this case the near relative must also list their name, address and relationship to the voter and sign the form personally. A near relative is considered a spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, stepchild or a verifiable legal guardian. NO ONE with Power of Attorney is allowed to make a request unless they are also the voter's near relative or the voter's verifiable legal guardian.
- The voter or the voter's near relative may come to our office at 53 Corban Avenue, SE, Concord, NC and complete a numbered request form issued by our office.
Voting One-Stop Absentee in the Board of Elections Office
The voter may come into our office and vote, just as they would in the precinct on Election Day, beginning the third Thursday before each election. The hours to absentee vote in our office are 8:30 a.m. until 5:00 p.m. Monday through Friday. The Board of Elections office will be open on the Saturday before each election from 8:30 am until 1:00 pm.
Identification Requirement
If you registered to vote by mail on or after January 1, 2003 and did not present a driver's license number or other valid identification you will be required to submit a copy of one of the following forms of identification with your returned absentee ballot:
- Current and valid photo identification showing name and current residence address
- A current utility bill showing name and current residence address
- A bank statement showing name and current residence address
- A government check showing name and current residence address
- A paycheck showing name and current residence address
- Another government document showing name and current residence address
Deadline for Requesting Absentee Ballots by Mail
Requests must be received at the Board of Elections office no later than 5:00 pm on the Tuesday prior to the election.
